Important: Due to budget restrictions EIOPA will have to decommission the T4U from the second half of 2017 after undertakings have conducted the first Solvency II reporting exercise. The Tool will not be updated to support the 2.2.0 or following taxonomies. EIOPA expects that market providers will be able to reuse and support the solutions developed by the T4U project and has made the tool available through an open source model.

Bug fix release available for 2.1.0 taxonomy (VER 2017.01.31)

A new bug fix release of the tool supporting the 2.1.0 taxonomy is now available for download:

Important Notes:
- This release should be used to generate reports using the 2.1.0 taxonomy only (with reference date Dec. 31st 2016 or later). For the 2.0.1 taxonomy please use the previous release.

roadmap below). EIOPA expects that market providers will be able to reuse and support the solutions developed by the T4U project and is therefore planning to make the tool available through an open source model.

What is the XBRL Tool for Undertakings?
The objective of EIOPA's Tool for Undertakings project is to provide insurance firms with a simple and basic software tool to create and validate XBRL instances from Solvency II harmonized quantitative reporting templates.
The tool is oriented toward small and medium sized undertakings to create, edit, correct, complete and validate XBRL instance documents. It is designed to help firms without XBRL knowledge to implement Solvency II harmonized quantitative reporting in XBRL. In particular, the T4U aims to assist undertakings that might suffer from a lack of resources to create XBRL in time for the first submission.
The core functionalities of the T4U are:

Provide a user friendly interface for displaying Solvency II templates,

Support manual data input and validation;

Create, read and validate XBRL reports;

Validate and view XBRL reports created by the tool using a third-party viewer and validator (Arelle);
- Support simple export/import capabilities for Microsoft Excel (plain files).

The tool is database-driven: Validations are implemented at database level (i.e. not based on XBRL assertions) built around a database with an architecture similar to CRDIV, and with structures to facilitate extensive data migrations.

Background
Solvency II creates the need for all affected undertakings and supervisors in Europe to adapt their reporting processes.
XBRL is the mandatory technical format to be used for reporting from National Competent Authorities (NCAs) to EIOPA (so-called 'second level reporting'). A number of countries will also request submissions in XBRL from undertakings to the relevant NCA ('first level reporting').
